COVID-19 ELECTION UPDATE – FVAP is working closely with state election offices, the Military Postal Service Agency and other federal agencies to bring you up-to-date information on state election changes and mailing delays.  Please visit FVAP.gov/COVID-19 for the latest information on any international postal disruptions or contact your installation military post office.

Here are some important things to remember:

  1. Submitting your Federal Post Card Application (FPCA) early is the best way to help ensure the absentee voting process goes as smoothly as possible.
  2. The FPCA provides you, as Service members, and your eligible family members as well as any overseas citizens with an option to request your blank ballots be delivered to you electronically.
  3. Submitting the FPCA allows you to use the Federal Write-In Absentee Ballot (FWAB) as a backup ballot, if needed.

To register to vote and request your ballot, fill out the FPCA using FVAP’s easy online assistant. You may also use the fillable PDF or pick up a hard copy version from a Voting Assistance Officer at U.S. Embassy Belmopan’s American Citizen Services Office.

FVAP recommends that all military members and their eligible family members, as well as U.S. citizens overseas, who are currently away from their voting jurisdictions or who have recently changed their address send in a new FPCA as soon as possible to ensure receipt of absentee ballots for all federal office elections in this election year.

Returning Your Completed, Signed Ballot:  Some states allow you to return your completed ballot electronically and others do not.  If your state requires you to return paper voting forms or ballots to local election officials by mail, you can do so through international mail, professional courier service, or through the U.S. Embassy Belmopan Diplomatic Post Office (DPO).  The DPO provides free mail service from embassies and consulates to a U.S. sorting facility.  You will need to place your ballots in postage paid return envelopes or in envelopes bearing sufficient U.S. postage, in order for them to be delivered to the proper local election authorities. Voting material can be dropped off at the front entrance of U.S. Embassy Belmopan, Floral Park Road.  The hours of acceptance are Monday to Thursday 08:00 a.m. to 14:00 p.m.  DPO transit time from Belize to the United States is approximately four weeks.  We advise all overseas U.S. citizens to submit their forms and ballots accordingly.

U.S. Embassy Belmopan urges that all U.S. citizens who plan to present their ballot for DPO mail comply with all restrictions imposed by the Government of Belize to combat the Covid-19 pandemic.  These may include the mandatory use of masks in public, respecting curfew and quarantine requirements, and any restrictions on travel between districts.  U.S. citizens should also be aware that the DPO may close unexpectedly, and the hours, and location, to drop off completed ballots may change.
